How to play
- 1Everyone sits in a circle with a drink.
- 2Players take turns counting from 1 to 21.
- 3The person who reaches 21 gets to make a rule for any number (e.g., 'Instead of 7, you must bark like a dog').
- 4If someone forgets a rule or messes up the count, everyone shouts 'Cheers to the Governor!', drinks, and the count restarts at 1.
- 5Rules accumulate until the game becomes nearly impossible to play.
